Sudbury East Building and By-law Services (SEBBS) is responsible for enforcing municipal by-laws within the Municipality of French River. By-laws help protect the environment, ensure public health and safety, and maintain an orderly community.
Emergencies & Non-Municipal Issues

Administrative Monetary Penalty System (AMPS)
The Administrative Monetary Penalty System (AMPS) is a faster, fairer, and more efficient way to resolve by-law infractions without going to court.
Through the AMPS portal, you can:
- Pay a penalty
- Request an extension
- Ask for a screening or hearing
- Track the status of a penalty notice
File a By-law Complaint
It is always best if neighbours can respectfully resolve issues first. If this is not possible, the SEBBS team may be able to assist.
Common By-law Complaints Include:
• Messy or unsightly yards
• Dogs off leash
• Noise complaints
• Open burning concerns
• Improper snow removal
Complaint Process:
• Complaints must be submitted in writing through the AMPS portal.
• You will receive an acknowledgement within 5 business days.
• Investigations are typically completed within 30 business days.
• All complaints are kept confidential.
